I know you can get reciprocal links without having the best content. Obviously, this is the way a lot of people have gotten by with content sites designed to make money from affiliates or adsense ads.
What the OP was saying was that links are more important than content. This is not true. If you're going to take into account the quality of your links, which you should if you are considering yourself an
SEO'er, then the only way you're going to get that is through good content. You can definitely get some quality links if you have an average site, but these days and in the future, it really is all about the quality of your work so people talk about.
Artificial Reciprocal links are being devalued. Artificial link spam like blog spam and stuff like free for all directories are old news. I believe it was MSN that has completely devalued them all together.
Keep in mind, this is Web 2.0 season!
Organic linking, where people link to your site because the quality of your content is worthwhile(see: Digg, delicious, reddit), is quickly becoming the best (and easiest) way to generate links. Obviously this isn't going to happen with poor content. The shift is towards more on-site content generation (through useful, quality, talked-about content that generates links from people actually liking/disliking what you've said, basically it gets people talking) and away from inorganic link building which has one purpose in mind: increase search engine rankings without generating any value for web users.
