No, you can get a WYSIWYG program like dreamweaver or frontpage.

They are programs to build webpages. You could use a template or you could hire someone. Hiring someone would be the easiest way if you had money. You can find templates at a lot of places. Just do a search.

You put say an image in the place you want it on the screen and then the program codes it for you.

also like antdizzle said, you can get templates for dreamweaver and frontpage to make them easier to use for a beginner etc.

If you use dreamweaver or frontpage then you are designing websites. Don't let anyone tell you that you have to use wordpad to be a web designer cause that is a load of bs. Most wordpad sites look crappy and put the emphsis on the coding when everyone knows that looks are just as important because if the site doesn't look good that people won't trust it or get as involved in it. Professionalism is the key. If you want to go into business on the internet or e-commerce side of things it is a must imo that you learn web design because it keeps costs down. You won't have to call on someone and pay them everytime you have some insperation.

http://www.macromedia.com/software/dreamweaver/ Dreamweaver has a 30-day free trial. I wouldn't recommend getting Frontpage, it just isn't worth it.
