How do a blog and news portal make sweet love?

I'm art directing a project where we are trying to create a blogesque environment. I'm working on several concepts, just graphically first, and I am trying to find the software/tutorial to add a news style feature. By this I mean something like Ventilate.ca or the news part on the right side of Design is Kinky.

I'm not handling the backend, just the art direction, and I've gotta keep it as simple as possible to minimize cost and turnaround time. It'd be cool of the news section tied into the blog, and by that I mean, the news section could feature a snippet of several blogs, and when a post is clicked on it leads to the thread in the appropriate blog.

If any YE'ers know of any such open source software, tutorials, code, etc... I'd greatly appreciate it. Thanks.

So it looks like they use a frame. You'd probably have to do an RSS feed into the frame to retrieve the titles and snippets of blogs and then dynamically generate the rest of the content. I vaguely know how to do that, but I would have to search around to pull up the syntax.
