Question contact management software

I'm setting up a website where I need parties interested in our service to fill out a form on the website with contact details, and some other specified details. Is there any free or cheap software that allows the details to automatically be entered into a database, be able to assign contacts to groups based on the web form, export contacts, mailing lists based on groups etc? I had a look at sugarCRM but it didnt seem to be suited for these purposes.

SugarCRM would be the database. You still need something to stick it in there. BTW, SugarCRM is great. I started using it not too long ago. I am a systems administrator by trade, and have administered a couple of commercial, expensive, CRM packages. SugarCRM ranks right up there with them... and it is free and open. You do not have to pay $30K for it, and you can easily make simple modifications without learning some special metalanguage.
