Seeking Partner/App Developer for SF Start-Up

I'm seeking a partner to form a web-based start-up. Currently I'm a Media & Communications investment banker. I have particular interest in mobile applications which streamline/improve the customer experience while reducing overhead costs for businesses. I've developed multiple web-based business plans--I'm ramping up to start development on an application/web portal, related to the healthcare field. I'm also planning to develop two additional apps/websites related to education management (K-12) and news/information dissemination/optimization.
I'm looking for a partner with a technical background who's ready to pound the pavement with me. I have a logical network of angel/middle market investors and the financial and strategic background to make this happen with the right partner.
