Produce a smartphones

Id like to produce smartphones for the US market which are sold without plans and services at competitive prices.

Im looking for partners to help me accomplish this.
I thought about somehow acquiring rebranded Nokia hardware handsets and installing android os. I would then retail them through consumer electronic channels.
