Looking for web developer for a new website partner

I am developing a picture sharing website with a twist. I need a programmer for this because I have no programming experience. I cannot afford to pay much, but the programmer will be a 50/50 partner in the business.

let us know some more details. It is probably something you can do with a wordpress theme which you can get customized for around ~100 at most. There are plenty of plugins you can incorporate to make it a membership site as well.

This is very true, or you could also use Joomla, much more expansive.

In the web development market few organization are grabbing new technologies such as RIA (page no refresh) by using flex/flash or AJAX. But still other organizations are working with the old technology and methodology.
