Looking for a Software Writer for JV or I'll pay $X,XXX

looking for someone who can write a piece of software for me. software will function like PPV software in that a user will download it, when user accesses a pre-determined url a popup will occur.

would be willing to do a JV on this, or i will just pay you to write this application for me.
