Unfortunately at $17,000 you may be better off turning to friends and family along with boot strapping yourself. I started my own company last year at 18, threw in some of my own money and a ton of time building a business plan. After presenting the plan to my own personal network I got the funding I needed to get started.
Also, I don't know the nature of your project but keep in mind that if you are successful then it might NOT be the only money you need. Sometimes extra funding is necessary just to keep up with the growth that occurs when a business is an initial success. We ran into that situation and are now going back to the marketplace for more money, but a much larger sum this time.
