They want it done for free...a website will cost you money anywhere no matter what unless you or someone you know, knows how to build a website. My partner and I may be interested for alot cheaper than elance and the other 2 mentioned above or below or whatever. Hey Everyone:

We're actually going to outsource the site development/hosting to a major company due to the size of it and complexities of the project. But we are soon going to hire an IT/Web Developer to monitor the progress of the site and offer any technical advice, aside from what the company will provide. So I'll be in touch!
