Lol, how much do you really know about that business? The big importers and manufacturers have it so locked down that you'll spend more money trying to get around the regulations that you'll spend on product.
The most viable business when dealing with diamonds is to do the cutting yourself. Buy uncut that's already here, fashion them into the shapes/cuts that you need, and sell them to anyone that you'll be able to find. I know of someone that even started his own certification program, just so he could "Certify" the diamonds that he and his partners sold.
