A quality education has become more difficult to obtain and comes with a greater cost. Can we really expect public schools to compete in the 21st century?

Arne Duncan thinks the answer is a resounding "yes". The CEO of the Chicago Public School System, Duncan oversees a $4.4 billion agency responsible for educating over 420,000 students in more than 600 schools. Although Chicago hosts the third-largest public school system in the country, Illinois is ranked 49th out of the 50 states in terms of dollars spent on education. And yet, CPS will open 17 new schools in 2007!
