They're talking about Google PageRank, which is one of their measures of a site's link popularity. It has less and less to do with actual ranking anymore - low PR sites beat high PR sites all the time.
You can see a site's PR through Google Toolbar, or several Firefox extensions, or by using one of the online PageRank checkers.
That data is usually pretty old, and it is a really bad representation of true PageRank which is from 0 to somewhere in the billions. So 0-10 is a very, very rough approximation. There can be a huge difference between two sites which are showing the same PR value.
Google does an export every 3-5 months... they did one about a month ago so the data is still somewhat fresh.
