My business partner and I are both very experienced in what we do, however, running a business is something we are new too and we have received a letter from HM Revenue and Customs, asking us to fill in a form to state if we are dormant or active.

The issue here is that, yes, we are a new company, and no, we have no clients. So what constitutes active? the letter says a dormant company must not be carrying out any activity... does that mean you can't even advertise to try and get clients so you can become active?

Basically, what I am asking is, if the company is filed as dormant, are we allowed to advertise or carry out means to get clients? or do we have to file as active for that?

Company is in the UK by the way... just incase international laws are different to each other.
