Ive heard that there are ways to make a webhosting and domain service without having to A) buy a server and B) having monthly costs. Does anyone know anything about starting one up? Thanks.

Are you talking about reselling hosting. If that is the case then yes there are many reseller programs out there where you sell hosting solutions and you dont have any servers or monthly cost.
