Web Design Packages?

Hi

Would any one recomend any web design packages for under 60GBP. I have been looking on amazon but i dont realy know which one to go for. I have been pondering about the idea of starting a site for some time now and have put posts out on this forum advetiseing for a partner or mentor but nothing has realy come of this so i want to have a go my self. The package will have to fairly easy to use as i have no experience in web site building.
