Theres hundreds of web-developers out there (including myself) who will provide you with quality design. To get the best out of your money; spend an hour or so on google. Search around- look through blogs, directories and most of all their own sites & portfolios. Try to find a company with a strong portfolio, client base (including testimonials and reviews) and good communication. It'll do you more good than a couple of developers on a forum offering their (professional or not) service.
