    Voice Over IP

You get a router that has phone jacks on the back of it, and it gets plugged into your high speed internet connection. Then instead of plugging your phone into your wall, you plug it into the router. (although, there is a way to make it work with your wall jacks)

But how is it possible to provide like a service to other people?

are you talking about creating a VOIP company? I know that it is similar to a regular phone company, but instead of the switching computers using phone lines it uses IP addresses and what-not....I think. If you are looking into that, you would probably need to talk to someone who has worked for one of these types of companies before.
