Freelance sites are hell, full of spammy offerers who send fake portfolios and charge pennys an hour for the crappiest work you can possibly imagine. Business directories are not really business generators... they are not a part of most business purchase decisions, specially when it comes to design.
You will need to build yourself a reputation, walk the PRs way, in design there is no substitute.

see for your business , i think you need to follow the marketiing rule of "B2C" that is business to end user....
i dont think a website can help you in great deal as far as marketing is concerned ( some people might raise eyes here , though its my personal opinion even being a owner of software firm) but one thing is sure a website can give you a face with which you and your work can be recognised + people from ouside will come to know about you....
may be you can follow some sites in which you can register under certain service providing categories ..also there are number of companys like justdial.com( i dont know its there at u r place but its very popular and helpful for business like yours.)
you can post on different classifieds free and paid but first let yourself know about all the facts regarding it like number of users visiting and their client list and services......
