Tire changeover business

I cannot find any decent topic online that discusses tire change business in US.
I'm looking for answers to some of the following questions:
1. Should my equipment be specially licensed?
2. Should a person, performing tire changeover be licensed?
3. Location. Is it true that not all locations in cities are allowed to open a business that deals with cars?

If you know answers to these questions or know where to look to find answers, please let me know. Or maybe you have your opiniong or suggestions on starting such a business?
