What is the best way to patent and idea or design? Is it possible to do it through the wrong company and get scammed? Basically I want to know how and where to go to patent a design of mine to make sure it is legal and done correctly. I live in California.

if you are in US, i think you can try business.gov

for me, its business.gov.sg

just make sure that the domain you visit has (.gov) on them and you are 100% safe.
