Talent videos portal for my country

Hello,


Im planning to make a video portal (something like youtube) for people to upload videos of whatever they are good at. Did anyone have an experience with such a website

My income will be probably come from advertising given that this website does succeed and attracts many visistors.

A question i ask myself is should i target the world or just my country( while the former attracts more visistor's) the other i believe is more narrow and maybe people from my country to advertise their business to reach locals.

with technologies like 3G, 4G and 5G services being offered by Telecom companies, services like video calling facilities, I am not very sure if video portals would be beneficial especially with companies offering video resume services
