Specific question from a newbie: How to get a license/permit to sell in the US a fuel additive made from outside the US?

I know you have to get it tested by EPA, but aside from that, where do I go?

Why don't you start by contacting the EPA? I work with the EPA somewhat closely and they are usually pretty helpful, even for newbie questions.
