Shoe and Apparel Company: Trying to get some traction to start

I’m a graduating student looking to begin a shoe and apparel company. I’m very particular when it comes to how my clothing and sneakers fit. I have found very few products that I love. This has lead to my passion to start clothing and shoe company. However, I have almost no experience in these areas. I know what I want and what I’m looking for, but I don’t have the technical skills to develop a pattern to send to a manufacturer (I am graduating with a dual major in Business Economics and Mathematics). What I’m looking for is some advice to gain some traction.

1) At the start where can I go to find shoe and apparel designers to work with?
2) Should I be looking to hire a designer before the business is even started, or should I be looking to hire a freelance designer?
3) Finally, where can I get information on manufacturing facilities that I can outsource to?
4) Also, I am currently talking with a designer to develop a website and a logo for my corporation. What prices can I expect to be charged?

I want to start my corporation small, and slowly build it up strengthening it as it grows. I’m not overly concerned with making huge profits right away. I’m looking to build a company, from the ground up, that produces products that I would use. Any advice would be greatly appreciated, if I can get some traction on this and somebody can point me in the right direction I know that it’ll be a success.
