Shipping Costs are driving my nuts!

Sorry!! 'driving ME nuts'... I can't spell to save my life!

Are there any other volume online sellers on here? I'm looking for people that are shipping 250-500 items per day. I can not seem to find the best was to ship Internationally. After two years of running my bookstore I've finally got my domestic shipping inline based on the discounts USPS is giving me but I can not seem to get my International working.

I was using a broker called VistaPost but their service was horrible. I had a 7% non delivery rate and a 20% late delivery rate. So I switched to DHL and now after they quoted me great rates and super fast delivery I get my second bill and I'm getting charged $0.71 per piece for a 'package fee' and another $0.83 per piece 'sure charge fee'. My average package is supposed to be $4.85 International but in June with DHL its been $6.71 (less $1.45 in new fees = $5.17) so even with out the new fees I'm still over.

Anyone have a reliable International Shipper? I'm getting fed up with people like DHL who promise one thing and then kill you with secondary fees.
