Sounds like you got hit by the Franchise Tax Board. Are you an S Corp or LLC? Here in California we have an automatic $800 Franchise Tax Fee Minimum. If that is it- yes you have to pay it.
Need more info in your situation to really determine.

Ohio is tax hungry. One thing I hate about doing business there. Anyway, it might be an estimate of what they think you made by opening the business. You should make sure that you dissolve the business so you don't have another run in with tax fees in the future while you didn't earn a dime.
My suggestion-call the tax board find out exactly what the charges are for. If you can prove that there wasn't any transaction made since you didn't open it they might be sympathetic. If you dodge it-this tax will incur interests and in the future when you get a job or such, they can levy your bank account or garnish your wages.
Deal with it and learn your lesson early. This can become a huge nightmare when you deal with Uncle Sam. Good luck Brice.
