question about using picture on ads

Let's say in my printed ads or website, I want to use a picture of a model. I'm guessing I can't just go online and grab a random picture and use it. Is the only solution find a real model and taking a picture myself? What's the easiest/cheapest way of doing this?

And what's the legal steps for this? Having someone sign a document stating she/he agrees to let me use the pic for my purpose?

Stock photo sites. There are free ones and then the ones you pay for. They can be used on websites, but most pictures vary in limitations (depending on the photographer).
