Need some help with a simple website

I am trying to make a simple website, I want to avoid all the chaos I have in templates I have purchased in the past, so with a little help I hope I can make this one on my own, I have a little experience with html, so what i really need help with is creating the template.

Basically all i want to do, i have explained in this picture below:

The green line is a border, which will contain the content (the white box).

So I basically need to learn how to make this curved green line, and how to place a table i suppose inside the green box to contain the content.

Easy enough right?

you will need to make the border using photoshop or somesort of photoediting software, use that image as the background img of the table.

buying templates and such without knowing how they work to me is useless you dont know whats going on . there are tons of written tutorials inlcuding videos about html and css which helps out alot ,

Oh, well I rock at editing premade templates, I could do it for a living, i just dont know how to make the little curved line table.

So basically I make a huge table for the whole page and put the image in it, then I make another table inside the curved lines of the image to hold the webite?
