Modify website template for $135

I would like someone to add:

-Logo
-Weather
-"Premium Listing" page/button as well as Free Listing with appropriate links to Paypal.
-Change/add text content on certain pages. ie prices in the listings page, and banner ads info page, as well as more info.
-slightly alter the layout of the main page and the blue graphic banner on every page.
-change the graphic banner that links to the banner ads info/ payment page.

I would like some minor changes to the forms clientele uses to upload their listing. I would like the current listing layout to be only available to paying clients and a simplified version to be available to Free listings. I would also like to allow paying clients to upload more than just their business logo but also general business pictures and product pics etc.

These are a few of the basic changes I would like to be made. Because I am requesting the modification of a template in which I create all the graphics needed, I see no reason why the cost should exceed $135. More advanced work may be required (such as the alteration of the paying/free listings format) however to my understanding one can simply use the existing coding and add/subtract necessary components to create the desired effect.
