1. Have a contest or give away someting
2. have them right down information
3. put in some kind of container/box, and collect the box full of potential leads.
Collect at end of drawing, and give your item away.

Sorry, I might have to elaborate.
It is for a newsletter that will be sent out for different shops that would like to market through a community letter sent out to a 5 mile radius around the shop or store. Getting the information is easy online for 1,000 dollars and I was wondering how to get a mailing list another way.

sales genie is great. I actually used them before. they actually give you like 200 free leads to start with, so I suggest just using those 200 free leads and thats it.

Check with your local Chamber of Commerce. In my neck, I get their list just for being a member. . .
A couple of weeks ago I did a direct mail and had a mailing service mail a z-folded sheet to every address in a specific zip-code - they address it, sort it, and mail it at a bulk rate rate. Cheap stuff.

First with regards to your post - "going around writing them down is a sure way to get booted off by your ISP and to be reported for Spam.
Unless you are using an official subscribe/unsubscribe method or Opt-in method, you will get nowhere.
I recently conducted a test online with various companies to find out how they operate with mailing lists. Most charge between $50 - $250 per 1000 names.
This is crazy especially when you don't know where they come from or how recent they are. As mentioned in my course "Secrets To Success", "An out of date email list is as good as having no customers at all."
The best way to get emails is to setup a blog with your link, also have a drop down hover page - see my site for example. The one thing you need to do is advertise and explain what the subscriber will get...AND MAKE SURE THEY DO. Do NOT neglect them once they have signed up.
7 Bad customer WILL cost you 7 more. This works in reverse too.
What I recommend you should do is as follows:
1. Find a good mail program. Subscribe me Lite if FREE but you need to know a bit about perl file to edit it and get it working for you. I can assist with this if you like FREE OF CHARGE as a one off to help you.
2. Buy MailLoop. A great program all round.
3. Offer your prospects something in return for their email and name. Free access to members site for 3 months, or free tools and how to's, or even some great advise or ebook that they may find useful.
4. Always, Always, Always provide a privacy policy and NEVER stop the prospect fom leaving if they wish to do so.
Remember: A mailing list is to provide info so that people come to your site. It will take time and each client requires at least 7 or so good newsletters and email to convert to buying customers.
Try to spread your newsletters out to only 2 per month at the most to start with and keep an archive on your website so people can refer back to them if they want. It is also good for the search engine listings.
The main source of your subscription is NOT to direct sell. You must PULL the customers in NOT push or force them in. Allow them the opportunity to test the waters slowly before they dive in head first.
