Making a Site to Rate Things - HELP

Hi, so basically the site I have planned is a site where people come on and rate something specific, to use a substitute example, let's say footballers.
So I am able to design the page and what I will do is manually add a page for each footballer rather than other people adding pages so that players arent doubled up.

What I need is, how will i be able to create the rate & comment part of the site. presumably i would like the person to have to sign up to rate the footballer and leave a comment. the rating system might work on a 5 star basis.
and those who sign in and rate can leave a comment about the footballer.

any idea how i would go about this?

You'd be better off asking this question on a web design forum, a lot of people on here do web design and will try to sell you their services rather than helping out. Also, there are obviously experts on those forums, and much more likely to help you accurately and quickly.
