Why don't you try sites like alibaba.com - lots of manufacturers over there from worldwide.

Ideally I need someone who is based in the US, since the cost of shipping the custom labels will be more than the cost of embroidering them...

You could try searching for a promotional product distributor. They would probably have the resources to find these in the states.
