Getafreelancer.com or rentacoder.com or any site like that and look for a programmer overseas. Go for a programmer because he/she will know how to design a site too but a web designer may not know how to develop your site or write code. That's probably your cheapest option besides a friend....

Oh! You're going to need to be a bit more specific about your needs there to get a real estimate.

Well, thats not necessarily true. In order to get good at programming, programmers spend LOTS of time coding and learning different languages, PHP, ASP, C, etc. Some coders I know are great as programmers, but lack the experience required for proper layout, design, colors, making a website that sells.

I'd also advise caution there too. Coders are techies and often find it difficult to view things from the customer's perspective. They don't see why the silly customer wouldn't know how to transfer goods to the shopping cart - it's all perfectly logical the way they designed it. If you're a techie, that is

Whilst a great back-end system is great to have, remember that the front-end is what will make or break a sale. Generally it's best to get the right person for each job. Whilst there are some people out there who seem to be able to do both aspects well, this is quite rare as the two functions usually need different was of thinking.
