I do not see a PageRank on either site. Are these new sites?

Neither one has any backlinks.... though I think that is kind of what he's hoping to achieve here.

Yes, the sites are rather new so the pageranks are not updated yet. There are links to these sites already so the pagerank will not be zero by the next update.
