Here's the formula I used.

What you need is this triangle. Mission, Team, and Leader. It seems you already have a mission and a leader. What you need is a team.

Once you have completed the triangle. The next step is this square. Sales/Marketing, Accounting, Operation Management, and Legal. You have to plan and execute your business in accordance to this square and making sure that all the 4 bases are well cover up.

You can also say it this way. Financial Management, Communication management, Project management, and Legal management.

This all largely depends on what exactly it is that you do, although I suppose that if you stretch it enough, you can apply anything to anything.

Whether it's "enough money" or not is 100% relative.

What are the recourse details? What happens if you don't break even on the $12k in the first 12 months?
