Is there a correct way to implement work changes?

To be more specific I am a help manage a veterinary staff. We are a great clinic and have a reputation for being one of the best clinics in our city.

On the back end management tries to impalement new procedures and protocols but they never seem to work. One person forgets or doesn't follow through and next thing you know our hour meeting on what to change was pointless.

    Any suggestions??

Who's in charge of ensuring changes take place and everyone complies? Why aren't employees buying in? Why are the changes being made? Are they really improving anything, or are they just changing the way things are done?
