How exactly do dropshippers work?

What sort of startup costs, maintenance, hosting, etc. costs am I looking at to run an online store?

i use oscommercehttp://www.oscommerce.com
its open source and can be setup and configured in a couple of hours. Many Linux/ Based hosting companies should have it in their scripts library.
