In need of a Web Developer

Hi there, I need a chatroom for my website. It needs to be simple, profesional and include:

• Admin Functions
• Ban Server Name
• Smiles
• Name Banner ( So you can make some names unavalivle for use such as admin)
• No Adverts
• Kick Option
• Private Message's Function

I am willing to pay up to £20 for this. But it needs to be profesional and simple to use. An example of the design i would like is found here:
