Ok, to do this you would really only be able to utilize two avenues:
1. See if Bill Gates, Warren Buffett, and maybe one other multibillion dollar mogul will fund this as you will need so much overhead, permits, lawyers, scientists, and research it isn't even funny. Once they say no you can go to option two..
2. Put together this business plan and projections, bring it to Venture Capitalist firms and tell them you need their funding to manipulate the laws of nature and science, actively and maliciously speed up a global event that can risk millions of lives and the sheer harmony of natural life itself, and then when they don't want to back it, you can sell hats at a mall kiosk.
Wow, sorry. Not being mean just trying to point out the rediculousness of this idea.
