I'd first discourage you from starting one because the market is saturated. And first of all you have to set up a reputation and client base which can be the most difficult part of all. If you really want to though, try working at one first to get an idea of how the industry works.

to start an advertising agency (or any other venture), you must engage in a multistage infiltration process:

1) get a job with an advertising agency
2) work in a role that puts you in direct contact with customers
3) develop an inimitable and valuable advertising product/ service for a particular set of clients
4) use your employer's resources to spin off a new firm, or a new division in the employer's organization
5) if this initiative succeeds, you will have achieved success with less risk, if this initiative fails, you'll have achieved failure with less cost
6) use the capital and other resources that you have accesses through steps 1-5 and start a new venture

Its not going to be easy, but otherwise try .. specialising in something that will set u apart from others ..

also, dont be affraid to TEAM up with someone who willbring something diffrent and a new energy that will complimant yours ..
