How to get your forum populated? (Most prob a repeat)

I started a forum a few months back, and actually forgot about it due to another project and school. I need to get it populated pretty quickly and need some help.

It's boyracerclub.com, and I tried to keep it small from the start but didn't get the visitors etc. It has only had 34 unique visitors since December the 10th.

How could I get people chatting on it with out hiring a group of people to write etc?

Do you advertise on other forums? There are forums dedicated to forum promotion. You can trade posts with other forum owners to get your forum active. Or you can create multiple accounts on your forum to make it look active. I'm sure there are plenty of people interested in cars!!
