Well for starters, if you haven't, I would actually recommend working at a fishery/hatchery in the species that you want to work in. Perhaps also volunteer at a research lab. I personally don't consider fisheries/hatcheries a small business at all
Maybe you can look into consulting with fisheries/hatcheries or even working for an environmental consulting team. Attend a few fisheries conference for starters; check out the American Fisheries Society (AFS for short). They have chapters in all states from what I remember.
