Well, you should obviously find a good location. Somewhere people will see it so it can promote itself. There will be many expenses to an internet cafe.
Here are all the ones I can think of.

    Lease on building
along with all utilities, including a high electric bill
    Furniture
    Computers and required software
    Internet Service
    Network system
    Decoration for walls/windows/etc

Then you'd need to save some for unexpected repair/replacement costs.

Selling snacks and drinks wouldn't be a bad idea either.

You need a good amount of start-up money for the project but it would definitely be fun to try if you can get the money.

    Hope this helps!

tjbownface is correct. I think the most crucial issue is the location. I know of many of these places in my town but they are situated in certain areas. If you need any help let me know! Good luck!

yes, location is the most essential factor to consider. just like any businesses, you should put it in a high-traffic area.....

Don't just look for a high traffic area. Doesnt matter if a million people walk past your door if they dont want it they won't use it. Look for areas where people dont have access to the internet but need it. i.e around hotels, uni's and race tracks. If your around a holiday area offer a list of web sites that people can go onto to view the area and print of coupons little ideas like that can make a bid difference. All the best with it

    +1

i.e. not near where anyone works or where anyone lives, because they already have net access in both those situations.

How about developing kiosks and setting them up like vending machines at places where you know people don't have access but need it?

With wifi, however, even this will go the way of the dodo sooner or later. Net Cafe's are on their way out.
