Good way to get the word out?

I own an online community newspaper and I am in a bit of a pickle... How exactly do I go about marketing this thing out to people in the community? I went to the local fair ad got a lot of people to sign up for the email edition, but I am still not satisfied with the amount of subscribers. What are some good marketing tips that you people could give to me? I have already gone the route of fliers and business cards, but what else is there out there that could get me more subscribers?

Here rae just some ideas that come to mind straight off the cuff.

- Get a quality Press Release written and distribute it everywhere, online, in local newspapers, nation newspapers, etc.
- Create a host Beneficiary Relationship or Joint Venture (if you don't know what they are type it in to Google and look for something by Jay Abraham or Brad Sugars) these are very powerful.
- Create an affiliate program and recruit a bunch of affiliates to help promote it.
