Starting a new website about sports and soon it will be up and running and i want to make a list of people that i will contact from this site and how they will market my site for ten bucks.
IE: facebook post, email friends, website banner, seo help, submit to directories, the list goes on... If your good im sure other people will use you to so reply to the link and pm me for best results.

I think for $10 I could put your link to my forum signature only. All other marketing methods will be more expensive

Look, if you go for Adsense or Facebook ads, you will pay few bucks per visitor minimum.
If you like to do SEO, it's more like $500 and upwards investment.
Getting an affiliate program running will be much more costly.
For any minimum salary $10 is just an one-two hour work so what you can accomplish for few hours?
