finding the right printer/manufacturer for my clothing line

Hey guys need a little help. I want to go ahead with my clothing line but no idea about how to get my designs to the right people so they can be printed and manufactured on shirts, jeans and other accessories. I have start-up capital but I want to spend it right, I do not want to order 100 shirts of one design. Maybe like 20 shirts of like 5 or 6 designs. Do I need a business plan for such a small job before I look to mass production or does the price really differ from screen printer to screen printer? I am looking to start small and then graduate from the "graphic" cotton style type of shirts to the the high end "designer" shirts like but not similar to Ed Hardy. Any advice would really help. I have been reading other posts and replies and it really has helped but would love some more help and advice
