E-BIZ or Bust

Alright, I'm gonna try to start my first online business. If all I'm doing is promoting local business do i need a biz licence? And if I were to get a domain from Godaddy.com (or if there are any better ones feel free to share), should i pay to use a server or should i just use my PC to host my site? from my understanding i will be paying almost 90 bucks a month, were as i could buy a dell for $300 and leave it hooked up all the time, i think thats how that works. I'm new so any info would be helpful. Thanks yall.

You can buy shared hosting for $5 a month.

You are thinking a dedicated server. Which is more than you need.

I would recommend against buying your own and setting it up. Let the pros figure out the hosting.

Don't even think about hosting your own site, much too difficult for a beginner. Go for shared hosting, can be very affordable. Check out webhostingtalk.com for some hosts and hosting info.
