You mean handing out flyers inside the grocery store itself? Then in that case yes, you will need permission. You will also need permission if you want to to hand out flyers right outside the store, right next to the door.

Um, if you're on someone's property and you want to use it to your advantage, yes, you most certainly need permission.

Legally, no, you do NOT need permission, unless they ask you to leave. But if you want a chance of not being asked to leave, ask permission first.
I have seen signs outside strip malls that say, "no handbills", but honestly, If I were you I would just hand them out until someone told me to leave. Why would they give you permission to annoy customers outside your store unless its some type of charity.
