Hi, does anyone know of a CRM web application for small businesses that also does project management and billing? thanks!

Depends on how small. Salesforce.com is what I have seen used in a few companies. I don't think it is super cheap though, but definitely cheaper than custom enterprise in-house solutions.

BlueCamroo has CRM + Project Management + invoicinng.

Looks very good value too.

what are you trying to accomplish? but like ukevents said zoho is web based and it does crm and invoicing. although it can be difficult to make changes to the invoice.

It's my underrstanding that Zooho has integration issues and limitations. Does anyone know of any web apps that include billing, project management, and CRM in one integrated solution?

Homebasehq will take care of the management part. When it comes to billing depending on your volume you can use QuickBooks. I have about 15 project running with about 100 people involved and HomebaseHQ easily handles everything I need for $49.95 a month.
