Creating a web design business

Hi everyone,
I'm thinking of creating a web design business, and just outsourcing using elance.
If i do so does anyone know how much i should charge and per what? charge per page? per hour my contractor works? and how much? Also if any one knows of a target audience that is suitable for a web design company please let me know..

In most cases, its done on a per job basis. You could micro manage and outsource different parts of the websites such as backend, design, and content generating. But someone has to put it all together.
